Report: Half of runways don't have safety zone

325 out of the 573 commercial airports in the United States have at least one runway that lacks a 1,000-foot safety zone.

But the Federal Aviation Administration says it is diligently upgrading the runways. The agency expects that all of them will meet the standard by 2015, when they are legally required to do so.
